राज्य के अधिवक्ताओं और उनके परिजनों के लिए शनिवार का दिन ऐतिहासिक साबित हुआ, जब मुख्यमंत्री हेमंत सोरेन ने राजधानी रांची के खेलगांव स्थित हरिवंश टाना भगत ऑडिटोरियम में अधिवक्ताओं के लिए विशेष स्वास्थ्य बीमा योजना का औपचारिक शुभारंभ किया। इस अवसर पर अधिवक्ताओं को ‘अधिवक्ता स्वास्थ्य बीमा कार्ड’ भी वितरित किए गए। यह योजना राज्य में कार्यरत लगभग 27,000 अधिवक्ताओं और उनके परिवारों को स्वास्थ्य सुरक्षा प्रदान करेगी।
यह पहला अवसर है जब देश में किसी राज्य सरकार ने अधिवक्ताओं और उनके आश्रितों के लिए इस प्रकार की समर्पित चिकित्सा बीमा योजना शुरू की है। इस योजना के तहत वकीलों को गंभीर बीमारियों और आकस्मिक चिकित्सा स्थितियों में आर्थिक राहत प्रदान की जाएगी। इस प्रयास को अधिवक्ताओं ने राज्य सरकार की ऐतिहासिक और संवेदनशील पहल बताया है।
मुख्यमंत्री हेमंत सोरेन ने इस मौके पर कहा, “अधिवक्ता समाज न्याय व्यवस्था की रीढ़ हैं। उनके स्वास्थ्य और सुरक्षा की जिम्मेदारी भी समाज की है। राज्य सरकार इस दिशा में एक नया अध्याय लिख रही है, जो न केवल झारखंड बल्कि पूरे देश के लिए मिसाल बनेगा।” उन्होंने यह भी कहा कि आने वाले समय में अधिवक्ताओं के लिए अन्य योजनाएं भी लाई जाएंगी ताकि उन्हें सामाजिक और आर्थिक सुरक्षा मिल सके।
इस भव्य कार्यक्रम में राज्य सरकार के कई मंत्री और वरिष्ठ अधिकारी भी उपस्थित रहे, जिनमें राधा कृष्ण किशोर, सुदिव्य कुमार, दीपिका पांडे सिंह, शिल्पी नेहा तिर्की, इरफान अंसारी, संजय यादव प्रमुख थे। इसके अलावा स्वास्थ्य विभाग के अपर मुख्य सचिव अजय कुमार, महाधिवक्ता, स्टेट बार काउंसिल के सदस्य, हाईकोर्ट के अधिवक्ता, और विभिन्न जिला बार एसोसिएशन के अध्यक्ष और महासचिव भी कार्यक्रम में मौजूद रहे।
कार्यक्रम के दौरान अधिवक्ताओं ने स्वास्थ्य बीमा योजना की प्रक्रिया, कवरेज, प्रीमियम और लाभ से संबंधित जानकारी भी प्राप्त की। अधिकारियों ने बताया कि यह योजना कैशलेस इलाज की सुविधा प्रदान करेगी और राज्य के सूचीबद्ध अस्पतालों में इसका लाभ उठाया जा सकेगा।
बीमा योजना के प्रमुख बिंदु इस प्रकार हैं:
- लगभग 27,000 अधिवक्ताओं और उनके परिवारों को कवर किया जाएगा।
- चयनित अस्पतालों में कैशलेस इलाज की सुविधा होगी।
- गंभीर और सामान्य बीमारियों दोनों को शामिल किया गया है।
- बीमा की प्रक्रिया को डिजिटल माध्यम से सरल बनाया गया है।
इस योजना को लागू करने के लिए राज्य सरकार ने स्वास्थ्य विभाग, स्टेट बार काउंसिल और बीमा एजेंसियों के साथ समन्वय स्थापित किया है। कार्यक्रम के अंत में कई अधिवक्ताओं ने सरकार की इस पहल के लिए धन्यवाद व्यक्त किया और इसे “सम्मान और सुरक्षा का प्रतीक” बताया।
इस कदम से न केवल वकीलों को आर्थिक सुरक्षा मिलेगी, बल्कि न्यायिक प्रणाली में योगदान देने वाले इस वर्ग का मनोबल भी बढ़ेगा। झारखंड सरकार की यह योजना निस्संदेह एक अनूठी सामाजिक पहल है, जो अन्य राज्यों के लिए प्रेरणा का स्रोत बन सकती है।

In a landmark initiative, the Jharkhand government has launched a special health insurance scheme for advocates and their families practicing across the state, including the Jharkhand High Court and various district courts. On Saturday, Chief Minister Hemant Soren formally inaugurated the scheme at the Harivansh Tana Bhagat Auditorium, located in Khelgaon, Ranchi. On this occasion, the CM also distributed ‘Advocate Health Insurance Cards’ to the beneficiaries.
With this, Jharkhand becomes the first state in India to roll out a dedicated health insurance plan specifically for legal professionals and their dependents. The scheme aims to benefit approximately 27,000 advocates and their families, providing them with crucial financial protection against health-related issues.
Addressing the gathering, Chief Minister Hemant Soren stated, “Advocates are the backbone of our justice system. It is our collective responsibility to ensure their well-being. Through this scheme, the government is taking a bold step that will set an example for the entire country.” He also assured that the state government is working on bringing more welfare schemes to support advocates in the future.
The grand event witnessed the presence of several dignitaries, including Ministers Radhakrishna Kishore, Sudivya Kumar, Deepika Pandey Singh, Shilpi Neha Tirkey, Irfan Ansari, Sanjay Yadav, and Additional Chief Secretary of the Health Department, Ajay Kumar. Key members of the State Bar Council, Advocate General, office bearers of various district bar associations, and thousands of High Court lawyers were also in attendance.
During the event, detailed information was shared about the scheme’s benefits, insurance coverage, premium structure, and enrollment process. Officials confirmed that the scheme will provide cashless treatment facilities in listed hospitals across the state, covering both major and minor illnesses.
