गढ़वा, 13 मई:
जिले के समाहरणालय सभागार में उपायुक्त शेखर जमुआर की अध्यक्षता में एक उच्चस्तरीय समीक्षा बैठक आयोजित की गई, जिसमें मनरेगा, प्रधानमंत्री आवास योजना (ग्रामीण), अबुआ आवास योजना और 15वें वित्त आयोग से संबंधित विकास योजनाओं की गहन समीक्षा की गई।
बैठक में पेयजल, विद्युत आपूर्ति, सड़क एवं भवन निर्माण, आंगनबाड़ी केंद्र, तथा शिक्षा, स्वास्थ्य, आपूर्ति और सामाजिक सुरक्षा जैसे प्रमुख क्षेत्रों की स्थिति पर चर्चा की गई। उपायुक्त ने सभी विभागीय पदाधिकारियों को स्पष्ट निर्देश दिया कि लंबित और अपूर्ण योजनाओं को समयबद्ध तरीके से पूर्ण किया जाए, ताकि आगामी 23 मई को प्रस्तावित दिशा समिति की बैठक में अद्यतन रिपोर्ट प्रस्तुत की जा सके।
पेयजल व्यवस्था पर विशेष निर्देश
गर्मी के मौसम को देखते हुए उपायुक्त ने पेयजल एवं स्वच्छता प्रमंडल के कार्यपालक अभियंता अजय कुमार सिंह को निर्देशित किया कि जिले के सभी पंचायतों एवं टोला स्तर पर जल संकट न हो, इसके लिए चापानल, जलमीनार आदि की तत्काल मरम्मत और सुचारु संचालन सुनिश्चित करें।
साथ ही विद्यालयों में शौचालय और पेयजल व्यवस्था सुनिश्चित करने का निर्देश जिला शिक्षा पदाधिकारी एवं संबंधित अभियंताओं को दिया गया।
सामाजिक कल्याण योजनाओं की समीक्षा
कल्याण, समाज कल्याण एवं सामाजिक सुरक्षा विभागों द्वारा संचालित जनकल्याणकारी योजनाओं को अधिकतम पात्र लाभुकों तक पहुँचाने पर बल दिया गया। मंईया सम्मान योजना, पेंशन योजनाएं, जाति एवं निवास प्रमाण पत्र, भूमि नामांतरण, डीमार्केशन, डिस्प्यूट लैंड आदि के लंबित मामलों का राइट टू सर्विस एक्ट के तहत शीघ्र निष्पादन सुनिश्चित करने का निर्देश दिया गया।
राजस्व संग्रहण और भूमि चिन्हांकन
राजस्व संग्रहण की धीमी प्रगति पर चिंता जताते हुए उपायुक्त ने सभी संबंधित विभागों को सक्रियता बढ़ाने और शत-प्रतिशत लक्ष्य पूर्ति सुनिश्चित करने का निर्देश दिया। साथ ही, लैंप्स-पैक्स गोदाम निर्माण हेतु भूमि चिन्हांकन कर एक सप्ताह के भीतर रिपोर्ट समर्पित करने के आदेश अंचल अधिकारियों को दिए गए।
कमज़ोर प्रदर्शन पर नाराजगी
बैठक के दौरान प्रत्याशित प्रगति न दिखाने वाले प्रखंड विकास पदाधिकारियों, अंचल अधिकारियों और अन्य संबंधित पदाधिकारियों पर उपायुक्त ने नाराजगी व्यक्त की और चेतावनी दी कि समय पर कार्य न करने वालों के विरुद्ध कार्रवाई की जाएगी।
बैठक में उप विकास आयुक्त पशुपतिनाथ मिश्रा, अनुमंडल पदाधिकारी संजय कुमार (गढ़वा), प्रभाकर मिर्धा (नगर ऊंटारी), रूद्र प्रताप (रंका), जिला पंचायत राज पदाधिकारी प्रमेश कुशवाहा, जिला कल्याण पदाधिकारी धीरज प्रकाश, जिला आपूर्ति पदाधिकारी रामगोपाल पांडे समेत अन्य विभागीय अधिकारी उपस्थित थे।
Garhwa: Deputy Commissioner Issues Directives in Development Review Meeting
Emphasis on Timely Completion of Pending Projects, Improvement in Drinking Water and Education Facilities
Garhwa, Jharkhand:
Deputy Commissioner Shekhar Jamuar chaired a comprehensive review meeting on May 13 at the Collectorate Auditorium, focusing on the progress of key government schemes such as MGNREGA, Pradhan Mantri Awas Yojana (Gramin), Abua Awas Yojana, and the 15th Finance Commission allocations.
The meeting included a detailed discussion on issues related to drinking water, electricity supply, road construction, building infrastructure, Anganwadi centers, and urban-rural development initiatives, along with sectors like education, health, and public distribution.
Preparations for DISHA Meeting on May 23
In view of the upcoming DISHA (District Development Coordination and Monitoring Committee) meeting scheduled for May 23, the DC directed all departmental officers to submit updated progress reports and accelerate the implementation of all pending and incomplete schemes.
Special Focus on Drinking Water Amid Heatwave
Considering the rising summer temperatures, the DC instructed Executive Engineer Ajay Kumar Singh (Drinking Water & Sanitation Division) to ensure proper water supply across all blocks, panchayats, and local hamlets. He emphasized the immediate repair of hand pumps, water towers, and the provision of clean drinking water in government schools and hostels.
Education, Welfare, and Health Reviewed
- The District Education Officer was directed to ensure basic infrastructure, including toilets and drinking water, in all schools.
- Welfare departments were advised to extend benefits of social security and welfare schemes to maximum eligible beneficiaries.
- Progress on health, supply chain, caste/domicile certificates, and pension schemes was also reviewed.
Revenue Collection and PM-KISAN Focus
The DC instructed revenue-related departments to improve revenue collection efforts and achieve 100% targets. Under the PM-KISAN scheme, concerned officials were asked to expedite pending beneficiary payments without delay.
Land Identification for LAMPS-PACS Warehouses
All Circle Officers (COs) were directed to identify and report land within a week for the construction of LAMPS and PACS warehouses across various blocks.
Warning for Poor Performers
The DC expressed dissatisfaction with the underperformance of certain Block Development Officers (BDOs), Circle Officers, and related officials. He warned of possible action if performance does not improve.

The meeting was attended by Deputy Development Commissioner Pashupatinath Mishra, Sub-Divisional Officers (SDOs) of Garhwa, Nagar Untari, and Ranka – Sanjay Kumar, Prabhakar Mirdha, and Rudra Pratap respectively. Also present were District Panchayati Raj Officer Pramesh Kushwaha, District Welfare Officer Dheeraj Prakash, District Supply Officer Ramgopal Pandey, among others.
