लातेहार, 30 अप्रैल: लातेहार जिले में एनएच-75 फोरलेन सड़क निर्माण के तहत अधिग्रहित की जा रही बंदोबस्त भूमि के रैयतों को अब तक मुआवजा नहीं मिलने के विरोध में मंगलवार को संघर्ष समिति ने उपायुक्त कार्यालय पहुंचकर ज्ञापन सौंपा। समिति ने स्पष्ट रूप से प्रशासन से मांग की कि बंदोबस्त भूमि के रैयतों को अन्य सामान्य रैयतों के समान मुआवजा दिया जाए।
ज्ञापन सौंपने पहुंचे ग्रामीणों में ग्राम होटवाग और हुडंजीकला, पंचायत परसही, थाना व जिला लातेहार के सैकड़ों रैयत शामिल थे। उन्होंने बताया कि उनकी बंदोबस्त भूमि को एनएच-75 परियोजना के अंतर्गत अधिग्रहित किया जा रहा है, लेकिन अब तक मुआवजा प्रक्रिया की कोई शुरुआत नहीं हुई है। ग्रामीणों का आरोप है कि प्रशासन की उदासीनता के कारण उन्हें जबरन भूमि से बेदखल किया जा रहा है, जबकि वे उस भूमि पर वर्षों से काबिज और खेती कर जीविकोपार्जन कर रहे हैं।
संघर्ष समिति ने झारखंड सरकार के राजस्व, निबंधन एवं भूमि सुधार विभाग के पूर्ववर्ती निर्देशों का हवाला देते हुए कहा कि गढ़वा, खूंटी, मेराल आदि अंचलों में भी इसी प्रकार की बंदोबस्त भूमि पर रैयतों को मुआवजा दिया गया है। ऐसे में लातेहार के ग्रामीणों के साथ भेदभाव नहीं होना चाहिए। समिति ने जोर देकर कहा कि बंदोबस्त भूमि को अन्य रैयत भूमि के समकक्ष मानते हुए मुआवजा देना कानूनी और नैतिक दोनों दृष्टिकोण से अनिवार्य है।
ज्ञापन के माध्यम से समिति ने प्रशासन को चेताया कि यदि शीघ्र ही मुआवजा भुगतान की प्रक्रिया शुरू नहीं की गई, तो ग्रामीण व्यापक जनआंदोलन करने को बाध्य होंगे। समिति के अध्यक्ष गूंजर उरांव ने कहा कि यह केवल भूमि का मामला नहीं, बल्कि हजारों ग्रामीण परिवारों की जीविका से जुड़ा मुद्दा है।
ज्ञापन देने वालों में संघर्ष समिति के अध्यक्ष गूंजर उरांव के साथ पिछड़ा वर्ग आयोग के सदस्य लक्ष्मण यादव, प्रमोद यादव, हीरा यादव, रंजीत यादव सहित बड़ी संख्या में ग्रामीण उपस्थित थे। सभी ने एक स्वर में प्रशासन से न्याय की मांग की।
Demand for Compensation to Settlers of Acquired Land, Struggle Committee Submits Memorandum
Latehar, April 30: A large number of villagers under the banner of the Struggle Committee submitted a memorandum at the Deputy Commissioner’s office in Latehar on Tuesday, demanding compensation for settlers whose land is being acquired for the construction of the NH-75 four-lane road. The committee urged the administration to treat the settled (bandobast) land at par with other types of raiyati land and ensure due compensation.
The villagers, hailing from Hotwag and Hudanjikala villages under Parsahi Panchayat, Latehar district, stated in the memorandum that their settled lands are being acquired for the national highway project, but no compensation process has been initiated so far. They alleged that despite their long-standing occupation and agricultural use of the land, the administration has not taken any steps to provide them financial relief.
Citing previous directives issued by the Revenue, Registration, and Land Reforms Department of Jharkhand, the committee pointed out that in districts like Garhwa, Khunti, and Meral, compensation has already been paid for similar types of settled land. Therefore, they demanded similar treatment for Latehar’s raiyats to ensure justice and parity.
The committee emphasized that recognizing settled land as equivalent to other raiyati lands for compensation purposes is not only a legal requirement but also a matter of fairness. Failure to do so, they warned, would result in a large-scale people’s movement. The committee’s president, Gunjar Oraon, stated that the issue is not merely about land but about the livelihood of thousands of rural families.
Those present during the submission of the memorandum included Gunjar Oraon (President of the Struggle Committee), Lakshman Yadav (Member of the Backward Class Commission), Pramod Yadav, Heera Yadav, Ranjeet Yadav, and hundreds of affected raiyats, all united in their demand for rightful compensation.
